Homeowners association meeting minutes

September 3, 2023

The meeting was called to order by the President at 4:10 p.m. The President welcomed everyone and thanked them for attending. He also thanked the outgoing Secretary Jim Filson for his dedication and years of volunteer service to the community.

Board members present were Bill Glascock, Dave Miller, Denise Webster, and Susan Carroll. Members not present were Jim Filson, Marie Johnson, and Cris Kallenberger. A quorum of the board was confirmed.

Minutes of the May 28, 2023 bi-annual meeting, provided by email, were approved as submitted after a motion by Denise Webster and a second by Susan Carroll.

Report of Officers

The President reminded the community that paid association dues must be up-to-date to vote on association business.

The Treasurer provided a historical financial report covering years 2021 thru 2023 to date. Total income reported for 2023 was $12,344.52, total expenses $5,174.80, with a net income of $7,169.72. Treasurer reported an association bank balance of about $23,000. Highlights for 2023 included receipts for the Silent Auction ($3,229.52), Fish Fry Dinner ($1,410.00), Brick Fundraiser ($1,700.00), and 2023 Association Dues ($5,630.00).

Report of Committees

Roads and Construction. The President reported for Cris Kallenberger on road and construction projects. A temporary repair was made to a hole in the old section of jetty. Cris and Dusty King are researching what materials will be needed to replace boardwalk and will present an estimate by the Memorial Day 2024 meeting with work to take place (If approved) during 2024.

Report of Special (Ad Hoc) Committees

The Welcoming Committee (Susan Carroll) reported one welcome package being delivered. The President asks if members would like a copy of the association Welcome Letter to contact Susan Carroll.

Unfinished Business

The President reported that the newly approved speed bumps will not be installed until after the next application of gravel is complete. The location for the additional three speed bumps, approved at the May 2023 meeting, are one in front of 27 McLean Street, one placed on Chesapeake Street halfway between the community entrance and the first currently install bump, and one placed on Chesapeake Street 50 feet prior to Leming Street.

Dave Miller recognized Bill Glascock for all that he has done so far as President researching some of the most immediate issues and concerns of the association.

Dave then reported a work party is scheduled for Saturday, September 16 at 8 a.m. to clear the access path at the end of Leming Street leading to Sally’s Pond. The county was contacted to ensure the clearing of vegetation at the end of Leming Street will not conflict with any Chesapeake Bay Act rules. Volunteers were asked to contact Dave if they can help.

New Business

The President announced the position of Secretary will become vacant with Jim Filson stepping down. Connie Leonard has volunteered to serve in the role. The President asked members if anyone else was interested in being considered for the position. There being no one else recognized, the President called for a vote to approve Connie to serve in the position of Secretary. Members voted to approved Connie without objection.

The President thanked Bruce Davis for passing on the notice that the restriction for shellfish harvesting from Taskmakers Creek will be officially lifted on September 15, 2023.

The President reported for Marie Johnson that the newly purchased memorial bricks have been installed at the flagpole. At its meeting earlier, the Board voted to approve the purchase of materials (not to exceed $500) to dress the outer edge of the bricks and erect some type of decorative fencing to keep people from driving onto the bricks. A ceremony is planned for Memorial Day 2024 to dedicate the newly installed bricks.

The President asked for members to join an email discussion group to address the ongoing issue of beach erosion for both the common area property and private property owners. The group will share information on protection solutions along with restoration solutions that might be considered appropriate for the community.

The President reported the Board has put forth a motion to move to a new secure (password protected) website for the association documents and announcements with a projected cost of $150 annually. There was a second by Mike DeGroot. The motion was approved.

Dave Miller shared the Board is discussing possible future improvements to the bank access at Sally’s Pond. The Board will contact property owners on either side of the access to find out what their plans might include and if there might be the potential of the association joining in on a coordinated comprehensive and cost-effective solution.

The President announced that for future meetings an agenda will be emailed out about two weeks before scheduled meetings so association members are aware of what business will be addressed at the upcoming meeting.

General Announcements

The President will be sending out a calendar of events for next year.
The Board plans to begin using a new email address for association business and announcements. Emails will be sent from association@fleetonbeach.com.

May 28th 2023

Bill – I bring this meeting to order.

I would like to welcome any new members we have here. I you are new, please stand up and introduce yourself.

I would like to take a minute to thank the outgoing officers of the association; Louis Lee 17 years, Bob LaChance 12 years and Jeff Eyerman 4 years. Thank you all for volunteering your time and leadership to the Fleeton Beach community.

As we enjoy our Memorial Day weekend let’s remember that its purpose is to remember those who have fallen in the service to our country. I ask that we now bow our heads for a moment of silence to remember those who gave the ultimate sacrifice for our country.

Reading and Approval of the Minutes of the Previous Meeting

Secretary – Bill Glascock- Unfortunately, Jim Filson is unable to attend this meeting and Sandy Cole has graciously volunteered to take notes for him.

Motion to approve the previous meeting minutes by Bill Glascock. Seconded by Dave Miller. No changes to the minutes. Approved by a unanimous vote of members.

Reports of Officers

Treasurer – Denise Webster – Last year collected $18,000. $9400 in jetty repairs paid for by donations. Currently have $17,000 in the bank. Denise noted that the jetty repairs were made by donations alone, many members generously donating thousands of dollars, there was applause by all for the people who donated for the jetty.

Expected expenses – $2000 for gravel for roads. $2000 for Insurance.

Bill Glascock reminded attendees that your dues must be paid up to date to vote at the association meetings.

Reports Committees

Roads and Construction – Chris Kallenberger- status of roads, boardwalk and jetties. Crush and run gravel was put in pot-holes and low spots in the roads throughout the community. The entrance was re-graded to push back gravel from people turning.

Bill – Working to get 2 boards from M&M marine construction and source needed bolts. Bill was not able to get an estimate on the materials prior to the meeting. A motion was made by Bill Glascock on the approval of $1500 toward materials and seconded by a member. A vote was made and was approved unanimously.

Cris-Recommendations for future projects. Major gravel resurfacing of the roads. The condition of the boardwalk was discussed, and Cris suggested that the deck boards and the railings would need to eventually be replaced. It was agreed that these repairs could wait until next year. In the fall meeting we can discuss getting estimates for pressure treated boards versus composite boards. All agreed it would be an excellent opportunity for a community project.

Reports of Special (Ad hoc) Committees

Bill Glascock-The board has decided to create a welcoming committee to welcome new owners to our association, provide them with a welcome packet and let them know our picnic and meeting schedule. Susan Carroll has been kind enough to volunteer as the chair.

Unfinished Business and General Orders

Bill Glascock-We will now move on to unfinished business left over from our last meeting:

Dave Miller– Kiosk cost, general design and placement. Amazon has weather resistant kiosks- 36”x48” kiosk for $435 and a 36”x48” kiosk for $280. Member asked what would go in the kiosk and Dave replied that rules, calendars, events and fundraisers. A vote was made to move forward with the kiosk and the nays have it. Marie Johnson suggested a sandwich board to advertise events. There was a discussion on pricing and placement. There was a vote to approve the sandwich board and approve $150 for purchase.

Bill Glascock announced that 3 new speed bumps had been purchased after approval from the last meeting. A motion to discuss placement of the speedbumps was made by Bill Glascock and seconded by Marie Johnson. There was a discussion on where to place the speedbumps in the community and 3 sites were chosen. 1 will be placed in front of 27 McLean Street where there is concern for the safety of a deaf child there. A second will be placed on Chesapeake Street halfway between the entrance and the first speed bump. A third will be placed on Chesapeake Street 50 feet prior to Leming Street. A vote was made and passed unanimously.

New Business

Bill Glascock announced the meeting is now open for new business.

Bill Glascock moved to Propose fundraisers to augment\keep dues low and seconded by a member.

Bill worked with the former president of Chesapeake beach and found that the majority of their money for the community is raised through fundraisers. He suggested this would be a great way to raise money, keep dues low and bring the community together. The brick fundraiser brought in $2500 and was a huge success.

Fundraisers proposed were a silent auction, raffles tee-shirts and a pay per plate Gene Dove memorial fish fry. Dave Miller suggested combining multiple fund raisers into one event to maximize fundraising. One event proposed was a fish fry and silent auction. Louis Lee suggested we form a fund-raising committee. Bill Glascock made a motion to vote on creating a fund-raising committee. The was Lewis Lee. The members voted and approved the creation of the committee. Christine Harmic volunteered to be the chair of this committee. Catina King volunteered to help with tee-shirt and hat sales. Bill Glascock requested that anyone wishing to help with fundraisers contact Christine Harmic or members of the board.

Marie Johnson brought up that people would like to have bricks for family members and not just veterans in the next fundraiser. Bill Glascock responded that there were already bricks there for families and not just veterans.

Dave Miller brought up a proposal to clean up the Sallys Pond access. The current access trail was found to be on private property and suggested we relocate path to follow contour within right of way of road. Clean up the area by trimming tree branches and removing ivy vines on the trees. The trees would be kept for soil stabilization. Two signs to mark the area like we have at the kayak landing with an approximate cost of $500. Propose a community cleanup day to remove the vines/brush.

A motion to discuss was made by Bill Glascock and seconded by Dave Miller. Sandy Cole had concerns that clearing any vegetation may be a violation of the Chesapeake Bay Act. There were also concerns of causing erosion. It was brought up that the area is very steep there and would a stair or railing be needed? Bill Glascock mentioned that the thought was to avoid building any additional structures that would need to be maintained. The trail would follow the contours and the stairs/railing would not be needed.

Due to the concerns of the possible issues of the Chesapeake Bay Act there was a motion by Bill Glascock to shelve the path improvements until we identify if there would be issues with violating the act. The motion was seconded by a member. Bill Webster has volunteered to research the Chesapeake Bay Act issues and report at the next meeting.

Bill Glascock asked if there were any additional business that members would like to be brought before the board? No member with any additional business.

Announcements

Bill Glascock made an announcement of upcoming community events:

4th of July events – Sunday July the 2nd – Bike\Golf Cart parade 10am and Crab derby 11am.

Labor day – no picnic but a association meeting time/date to be announced via email at a later date.

If anyone would like a copy of the welcome letter that has all the current association bylaws and covenants, please see Susan Carroll after the meeting but we have a limited number of copies.

Meeting was called to order by Lewis Lee, President.
Board members present – Lewis Lee, Jeff Eyerman, Marie Johnson, Jim Filson, Denise Webster, and Chris Kallenberger

The meeting was opened with President Lewis Lee recognizing and thanking several folks who have assisted Fleeton Beach over the summer. For the great condition of the roadways and for the donations from the community for the repair of the beach jetty.

Lewis noted that there may need to be an increase in the roadway maintenance dues in the future and that in the last 17 years
there have been significant improvements. This is something that the Board needs to consider in the future with the cost of materials increasing, the funds do not last as long to do the same yearly roadway maintenance.

The community will be voting for three new positions with Lewis Lee (President), Bob LaChance (Vice President) and Jeff Eyerman (Member-at-large) all stepping down after 17 years of service to the community. Ballots have been prepared and paying member can vote and only one vote per owner. The voting occurred at the beginning of the meeting so that the results can be shared at the end of the meeting. Marie Johnson will pass out the ballots for those who need them. Denise Webster and Marie Johnson will be collecting and tallying the ballots.

The May 22, 2022 Meeting Minutes were summarized by Jim Filson and were accepted and approved by a first from Ava Lee with a second from Barbara Newton.

The jetty repairs are inline and the 1st half of the $9,000 repair cost has been paid. Work will take place in a few months. Lewis noted that the existing jetties are old and may require future maintenance or replacement. The Community should start planning for this and start collecting additional funds for the future repairs.

The brick fundraiser was a success and the Board is looking for additional fundraising opportunities.

Signs in the Community for the general rules for the Common Beach area. A discussion of the markers and location per the 2013 Survey of the beach common area (2013 Survey map attached). The sign will be helpful for owner guests and renters.

Sunshine Hutchinson presented the treasury report for Denise Webster. $14,700 collected ($8,400 for the jetty (with more coming in), $2,500 for the brick fundraiser and $3,800 from dues. The community has approximately $24K in the bank and after the jetty repair cost removed, we will have approximately $15K. Roadway maintenance costs were $2,100 and insurance was $1,600. 22 families have paid their roadway maintenance dues this year. The
budget was approved with a 1st and 2nd from Jim Filson and Bill Glascock.

Chris Kallenberger is working on the roadway system and bringing some crusher run to fill in areas. The roads are in good condition.

NEW BUSINESS

There was a discussion on the roadway maintenance dues and how to collect from the owners that do not pay. The only way is once the property is transferred though a real estate process that the dues become part of the lender requirement  for the owners.

The boat ramp area was brought up. It was asked that when using it please take care and not damage the properties adjacent to. Make sure all things are removed, it’s not a storage area. Notice to the community – please take care and be respectful.

Rentals – Question should additional cost for the roadway system be required for those owners that rent their property. More discussion on this and if possible.

Old Business

The September meeting minutes were summarized by Jim Filson and approved by the Association with a first from Marie Johnson and a second from Denise Webster.

Denise Webster, Treasurer, reported we have an estimate of $15,000 and with expected expenses we will have $12,400 in the bank. The State Corporation fees have been paid. 16 property owners have not paid to date. The Association will send out notices to those members. The financials were approved with a first from Marie Johnson and seconded by Jim Filson.

Chris Kallenberger provided a summary of the roadway maintenance. Reported that they are in good conditions with the additional 3 loads of gravel that was purchased. Speed bumps appear to be working well.

Lewis discussed the kiosk for the community to show Kayak loading area locations map, beach rules, announcements, etc. to keep community informed and for guest to understand the areas for common use.

The brick campaign is going well with a lot of donations/purchases, 50 bricks were purchased. Marie Johnson is looking to place an 8X8 or 4X8 area by the flag pole for the brick’s installation area. The hopes are to have them installed prior to July 4 activities. This was an excellent fundraiser for the Association and the community.

The common Beach jetty repairs, the Association has received a reasonable quote of $9,000 (Marine grade lumber, 10” diameter piles, 5/8 galvanized bolts. Hope to get down payment to contractor by June 28, 2022 so we can get on their list of jobs. The Association approved moving forward with a first from Susan Carrol and seconded by Dave Miller. A special thanks to all members that donated funds to the repairs of the jetty. The donations continue to come in. Please specify that the funds are for the jetty repairs when you send them in.

Pets on the beach discussion was continued with Dave Miller and Bruce Davis suggested a modification to limit the use of the beach to pets during high peak times but still allow pets to enjoy the beach and water access during the off times. Keep in mind, that all owners are required to clean up after their pets to keep our beach clean for the community use. Word on the rules were discussed and the following was accepted and approved by the Association with a first from Bruce Davis and a second from Jeff Eyermen.

“NO DOGS ALLOWED ON BEACH FROM MEMORIAL DAY THRU LABOR DAY WEEKENDS (THURS PM – MONDAY PM)”

New Business

An updated Welcome package is being developed to update the out dated information. Bill Glascock will update the Fleeton Beach website with the new Welcome package, once completed, and is thinking about placing Association meeting minutes on the site so the community can assess them as needed.

Lewis Lee turned the floor over to the committee that was looking for new Board members. We will have multiple openings as members step down. We want to give a special thanks to Lewis Lee, Bob LaChance and Jeff Eyerman as their terms are ending and they will not be rerunning. They have been on the Board since it was established and have been leaders with their foresight to develop a great Association that the community has benefited from. Thank you!

With that said there will be three position that need to be filled, President, Vice President and Member at Large. The committee (Marie Johnson and Denise Webster) presented two names for President. Bill Glascock and Dave Miller have both expressed an interest in the President position. Susan Carrol also mention being interested in a Board position. The Association will be voting on the three positions at the Labor Day bi-annual meeting.

General Reminders

The delivery vehicles, guest, and some owners continue to speed in the community and it is an issue. The Board asks that owners and guests continue to watch their speed.

Special thanks go out to the Chris Kallenberger and his team who continue to do a great job on the maintenance of the roadways.

Reminder to all that the community would appreciate that owners and guest using the Community Beach do not park vehicles at the access area/boardwalk. Use these areas for offloading only and take vehicle back to your properties.

Fleeton Beach Association (FBA) Meeting
September 5, 2021

Meeting was called to order by Lewis Lee, President.
Board members present – Lewis Lee, Marie Johnson, Jim Filson, Denise Webster, and Chris Kallenberger

Lewis Lee discussed why a picnic was cancelled, to protect people and to keep the community safe with the raise in positive COVID results in the area.

Old Business
The April 4 2021 meeting minutes were approved with a first from Marie Johnson and a second from Michael DeGroot. Denise Webster, Treasurer, reported currently we received $1,500 in dues,
expenses were $1,900 and there is $12,552 in the bank. The State Corporation fees have been paid. Note that the dues were still coming in. The financials are enclosed and were approved.

Question was raised by Dave Miller about the cost of our insurance for the common areas and Lewis Lee noted no claims have been filed and the insurance protects the community for the common areas.
Chris Kallenberger provided a summary of the roadway maintenance. Reported that they are in good conditions. Speed bumps appear to be working well. New Business The jetty on the common beach area was severely damaged and the Board has
actively been seeking bids. The bids are $10,000 plus to repair. The Board is continuing to get bids to repair the jetty and install additional riprap. There was an offer from Rick Kohnke to donate $3,000 with the Turner’s offering $1,000, Jacob’s offering $200, and Filson’s offering $300. The condition on the $3,000 is that the community does not use the Association money to fix the jetty, but collect the required amount all in donations to fix the jetty. The Board is still accepting donations to make this work. Please donate to the repairs of the jetty. Send monies to the treasurer and note that the funds are to go to the repairs of the jetty only.

There are boardwalk issue and Chris Kallenberger has made some repairs and it is holding for now. It is recommended to extend the drainage pipe and add a better landing.
Bylaws for the community are not officially recorded. An updated document which includes the 2014 Bylaws has been merged with all the covenants. A copy was available at the meeting for review and emailed with the minutes notice for community review. The Board has approved the new Bylaws and asks for a vote from the community. There were 20 for and 0 against recording the new Bylaws. The vote was approved with a first from Marie Johnson and a second from Jim Filson. The motion was pass to accept the new merged Bylaws – they will be recorded.

Currently there are 3 VRBO/Airbnbs in the community and signage may be the best way to post the rules for the guest of these units and other visiting guests. Signage for the common area is important and the rules could be posted at the public beach area. The Board (Marie Johnson and Denise Webster) will develop a set of rules to be reviewed by the community at the next in person meeting. The speed bumps appear to be working and additional speed bumps will be added the McLean Street. The Board motioned to add 2 or more speed bump. A first was on this motion was Marie Johnson and the second was Connie Leonard.

The County law is to have pets on leashes and the Board put up a motion to the community to have pets leashed while not on the owner’s properties. A vote was taken with 16 for and 3 against. The motion was passed and the vote was ratified with a first from Marie Johnson and a second from Denise Webster. Motion passed.
Signage in the community, the Board put a motion to the community to spend up to $650 for additional signage. The motion was passed with a first from Chris Kallenberger and a second from Dave Miller.
A motion was brought forward from the Board to restrict pets on the common beach. A vote from the community was not passed with a recorded vote of 6 for and 6 against with other members abstaining. There will be a continuing discussion at the next meeting. The vote was ratified with a first for Dave Miller and a second from Jim Filson.

Marie Johnson has started a 4ever brick fundraiser. The literature on the fundraiser was passed out at the meeting and Jim Filson will send out a reminder as the due date approaches. The bricks will be placed around the community flag pole. A discussion on access to the common areas and the Board will look at them and determine what is required, if anything, to ensure safe access. Lewis Lee noted that the speed limit in the community is 10 mph and this does include golf carts.

Fleeton Beach Association (FBA) Meeting
April 24, 2021

Meeting was called to order by Lewis Lee, President.
Board members present – Lewis Lee, Bob LaChance, Marie Johnson, Jim Filson, Denise Webster, and Chris Kallenberger

Old Business

Denise Webster, new Treasurer, noted that currently there is $9,600 in the bank. State Corporation fees have been paid.

Chris Kallenberger provided a summary of the roadway  maintenance. Reported that they are in good conditions. Speed bumps appear to be working well. Noted drainage issue on Julian and Boardwalk has some damage. Chris and team corrected the issue.

Bob LaChance noted that the flags along Chesapeake were in need of replacement and the Board motioned that Bob should replace the flags and the motion was passed.

Denise noted that the current software used to management the treasury is obsolete and should be up dated. Denise has found another software package that would work for our community at a cost of $160. Marie Johnson motioned to purchase the new software with a first from Bob LaChance and a second from Chris
Kellenberger.

Lewis Lee and Board members discussed that the changing of any of our current bylaws would require to be approved by all active members in the community and part of the Fleeton Beach Association. At this time best course of action is to finalize our current Bylaws and formally record them. Lewis Lee was going to look into the process requirements.

New Business

Currently there are 3 VRBO/AirBNBs in the community and signage may be the best way to post the rules for the guest of these units and other visiting guests. Signage for the common area is important and the rules could be posted at the public beach area. The Association (Marie Johnson and Denise Webster) will develop a set of rules to be reviewed by the community at the next in person meeting.

The County law is to have pets on leashes and the community is to vote on this at the next in person meeting. A motion by Jim Filson to have a community rule to leash all pets was shared and was first by Marie Johnson and second by Denise Webster. The Board will put this to a vote at the next meeting.

The Board voted to not have a meeting in May and hope that one can be scheduledfor September 2021.

There was a discussion about placing a picnic bench at the kayak area. The Board agreed that this area is only for kayak launching and does not want to encourage vehicle and gathering of people is this small area. The Board agreed not to consider placing a picnic bench at the kayak area and this area is only for unloading and pickup kayaks to be taken back to residence. A reminder that parking at the kayak area is prohibited.

A special thanks goes out to Jason, Carson, Olivia and Christine for cleaning out the area around the flag pole of weeds. We enjoy when our members help out our community.

September 10, 2020

The special meeting was called to order by Lewis Lee, President.
The discussion was pertaining to the community AirBNB and the information obtained by Denise Webster from the initial discussion with the lawyer to understand the Community’s current Covent’s. Our community Covent’s could be revised to better address the growth in the use of Airbnb’s in the community. Denise provided a summary and our understanding is that the Covent’s can be revised to address the community concerns. The revised document will be shared with the community and then requires a majority vote to ratify the new Covent’s. The Board had authorized $300 for the initial discussion with the lawyers. The Board authorized an additional $500 to see if we can determine exactly what language needs to be included in our current Covent’s. The authorization of the funds was first by Jim Filson and second by Marie Johnson. The Board will continue to update the Fleeton Beach Community on the Boardsprogress.

” 2. Rental. The following is hereby added to the Covenants as an additional, new Covenant 28:

28. Rentals; Minimum Rental Period. To preserve the nature and character of the subdivision as a predominately owner-occupied residential community, the leasing or renting of dwellings within the Subdivision is restricted as provided herein. No dwelling, or portion thereof, shall be leased or rented for a term of less than Ninety (90) consecutive days in duration. For the purposes of these Protective Covenants “leasing or renting” shall be defined as the occupancy of a dwelling within the subdivision, or a portion of any such dwelling, by any person other than its owner, for which the owner receives any consideration or benefit, including a fee, service, barter, or otherwise. Leasing a room or rooms, or taking a boarder, shall be considered as a lease of a portion of a dwelling even in the event that the owner remains as an occupant. Except as otherwise specifically provided herein, all capitalized terms contained within this Amendment shall be deemed to have the same meaning as that set forth in the Protective Covenants. Except as amended in accordance with this Amendment, the Protective Covenants shall be and remain the same.”

Other topics that were discussed and are summarized below-

1. Speed Bumps are a concern for bikers. The Board agreed to open a spot between one section of 6” for the use of the bicycles in the community.
2. Signage in the Community is a concern – signs are old, hard to read, or damaged. Lewis mentioned that with all the new owners the Beach Rules should be updated and placed for people to see. This should include no dog/animals allowed on the Common Beach
area. Denise Webster will be looking for volunteers to assist.
3. The website needs to be updated and the Approved Meeting Minutes should be posted for all to review. Lewis and Denise were going to look into this. Jim Filson has all the Meeting Minutes stored and could be posted to a site.
4. Common Beach Area – people are not wearing masks and practicing social distancing of 6’. The asks that groups practice 6’ separation and wearing masks as appropriate.
5. Clean-up of common areas, looking for volunteers and will send out emails when a planned date is agreed to.

August 8, 2020
Special Meeting was called to order by Lewis Lee, President.

Old Business

Chris Kallenberger provided a summary of the roadway maintenance and that the community road system will need some gravel and that the cost would be around $500. It was also noted that the roads are in good condition. The Board approved the cost of $500 for new gravel with a 1st from Jim Filson and 2nd from Jeff Eyerman. Motion was approved.

Speed bumps is the community, the Board is hearing mixed feeling about them. There have been complaints about golf carts driving around the speed bump. Please keep in mind when traveling in golf cart, bikes, and vehicle to NOT drive around the speed bump and damage private property. There may be some better location for the speed bumps so people cannot drive around them. Two additional locations were determined and approved. A motion was put forth to purchase 6 speed bumps for two locations by Jim Filson and was 1st by Lewis Lee and 2nd by Marie Johnson. Motion passed to spend up to $500 for the 6-speed bump for the two new location and the required signage.

The Board and our Roadway Committee are still looking for volunteers to help with the installation and removal of the speed bumps. The speed bump will be stored away for the winter so they are not damaged during operation of any snow removal.

The Community Flag was damaged in the storms and the Board put forth a motion to purchased two new flags, any require hardware, and rope. Estimate purchase cost of under $300. The Motion was carried with a 1st by Chris Kallenberger and a 2nd from Bob LaChance.

The delivery vehicles, guest and some owners continue to speed in the community and it is an issue. The Board asks that owner and guests to watch their speeds.

Special thanks go out to the Chris Kallenberger and his team who continue to do a great job on the maintenance of the roadways.

Reminder to all that the community would appreciate that owners and guest using the Community Beach do not park vehicle at the access area/boardwalk. Use these areas for offloading only and take vehicle back to your properties.

Denise Webster (for Bill Webster) stated that the Community has $9,500 the bank. Denise will send out a list of the non-payer of the roadway maintenance fee to Jim Filson and Marie Johnson to send out letters and emails as needed.

Bob LaChance asked if there was any additional information about the Community inquiry about breakwater design, cost, etc. Jim Filson noted that a detail has been developed for the community. There may be some funding that the Community can get to install breakwater barriers and they are through the County through grants. Jim Filson will reach out to see if the County would sponsor a project and if a grant can be obtained.

There have been some additional concerns brought to the Boards attention about the guest of the AirBnB’s or rental properties in our community. All owners please let your guest know that they have to be respectful of peoples properties, no trespassing on docks and being mindful of the common areas which are used by all owners and their guest. Owners please make sure your guests are aware of the common areas and the rest of the community is private property.
Owners are responsible for their guests.

The Board reviewed the Community By-Laws and on page 4 of 4 item 3 and 6 were reviewed
and attached. They are as follows-

3. No building shall be elected on said premises except a one family dwelling house and private garage. Any garage erected on said premises must conform generally in appearance and material to any dwelling on said premise.

6. Said premises shall not be used for any commercial or manufacturing purposes of any kind.

Currently, there are 4 AirBnBs/rentals properties operating in the community. Rental property is considered a commercial use. The Board will seek input from a Law firm to determine what restriction are legally allowed.

Denise Webster volunteered to research to see if there is a law firm that can assist the Board to understand the By-Laws and how they relate to AirBnB as a commercial use property in the community. A motion was put forth to have Denise look for a Law firm. The motion was approved with a 1st from Chris Kallenberger and a 2nd from Jeff Eyerman.

The Board asks that people continue to keep their place/property clean and tanks all for the quick cleanup after the storms.

September 2019 FBA Meeting Minutes (emailed to community and copy on hand) and current financials were available. A summary was provided by Jim Filson.

The FBA appreciates the owners who have paid their dues and those who have brought their payments up to date. The board continues to reach out to the community members and attempt to contact owners of any non-active properties.

The Board is working to update the owners list and will follow up with new owners. There is a “Welcome Package” for new owner. Marie Johnson reached out to Susan Carroll who will act as the welcome community and provide the “Welcome Package” to new owners.

A reminder to all owners that there are $125 annual maintenance dues which are used to maintain the roadway and the community.

Old Business

The Board reviewed the minutes pertaining to the Speed Bump. The Board approved in September 2019 to reduce the community speed limit to 10 mph and to purchase speed bumps for 3 locations. One location was approved and the speed bump were purchased and installed. The other two location and speed bumps will be purchased and installed later.

If there are any information that needs to be discussed at the Board Meeting please notify a Board Member.

There have been some concerns brought to the Boards attention about the guest of the AirBnB’s or rental properties in our community. All owners please let your guest know that they
have to be respectful of people properties, no trespassing on docks and being mindful of the common areas which are used by all owners and their guest.

The Board asks that owners trim their trees that overhang in the roadway, this will help on sight distance for people using the roadway systems.

The FBA appreciates the owners who have paid their dues and those who have brought their payments up to date. The meeting minutes and financials were approved with a motion and seconded by Marie Johnson and Susan Carroll A reminder to all owners that there is a $125 annual maintenance dues which are used to maintain the roadway and the community.

Old Business

Speed bumps in the community. Speed of vehicles from owners, contractors and guest continues to be a concern. There are speed bumps that can be installed which are 4” in height and it will take three of them to cross the roadway. There was some discussion that the speed bump would need to be removed prior to any roadway maintenance work and reinstalled after completion. There were some concerns that the speed bumps would store water behind them. The proposed speed bumps would need to be safe for bikers, golf carts and travelers, this means that people should not drive around them and onto private property to avoid the bumps.
Bill Champion recommended a modified speed bump to be constructed of wood to determine if the speed bumps are a viable option in lieu of a speed indicator sign and before purchasing manufactured speed bumps. Bill provided an updated that the alternate speed bump will not work. Community agreed that one speed bump will be purchase to see how it works. It is estimated that 3 speed bumps are required and the cost is estimated at $300 per speed bump.

There was a motion by Sunshine Rowland to reduce the speed of vehicles through the community from15 mph to 10 mph. The motion was passed with a first from Marie Johnson and a second from Susan Carroll. The FBA asks that people remind delivery vehicles, contractors, guess/visitors and residence of the speed.

A motion was made by Lewis Lee to slow traffic per the above discussion.

A. Purchasing 3 speed bump for one spot (3 will extend across the roadway)
B. Purchase 1 sign stating that this is a Speed Bump Community
C. Purchase new 10 mph speed signs to replace the 15 mph signs.
The motion was first by Sunshine Rowland and seconded by Marie Johnson. The motion to purchase A. and B. in the Spring and C. to be purchase immediately. Sunshine Rowland volunteered to lead the purchasing and installing the 10 mph speed signs. The FBA will
reimburse her for the cost.

Bill Champion mentioned the board walk is in bad condition during the May meeting and Chris noted that the boardwalk will be fixed by Spring. Chris provided a summary of the roadway system and the community has enjoyed the roadway and the great work they do.

New Business

A discussion about the bi-annual picnic was discussed. A motion was brought to the Board to only have one picnic instead of two. The discussion to only have a Memorial Day picnic to open up the summer with the community. Therefore, the motion was to eliminate the Labor Day picnic and only have a Memorial Day picnic to open up the Summer with the community. The motion was approved with a first from Jeff Eyerman and a second from Bill Champion.

A reminder that there will still be two meetings of the Fleeton Beach Association. The first will be after the picnic on the Sunday of Memorial Day Weekend. The second will be held at 4 PM on the Sunday of the Labor Day weekend.

September 6th, 2015

Lewis Lee called the Fleeton Beach Association meeting to order at 6:05 PM on September 6, 2015. He read the minutes from the May meeting which were approved and seconded. Michael DeGroot gave the treasurer’s report which were approved and seconded. Michael requested that those who have not sent their dues of $75.00, which were due on May 1st, to do so immediately. Lewis reminded us that we all use the roads and we are all responsible for their upkeep. Marie Johnson and Bob LaChance will send a letter to all explaining the importance of our dues. Seventy of the $75.00 dues go to road maintenance. Dues must be up to date and timely if you wish to vote.

Jim Filson’s rock project on the north end of the beach will happen this fall.

Gene Dove commented that the roads are good shape except for a few spots which he will get to later. It is too dry to move dirt at this time. The cistern that was put in is working well. Dave Miller commended the planning and completion of the job.

We are reminded that there is a plan for snow removal in place.

The brick pavers by the flag pole will be installed. They will be a small fund raiser and will be discussed.

Jeff Eyerman has agreed to stay on the Board for another term. Marie Johnson and Gene Dove are up for re-election next year along with the officers of the Association.

Carolyn Hennige has resigned as secretary and Jim Filson has agreed to take that position.

People are doing a better job of cleaning up the beach and taking possessions home. However, over 200 cigarette butts were thrown in the weeds on the beach. We are all asked to take them home when we leave the beach.

May 24st, 2015

Lewis Lee called the Fleeton Beach Homeowners Association to order on Sunday, May 24, 2015, at 6:05 PM. He asked the members present to read the minutes from the Labor Day meeting. Bob Rose made a motion that the minutes be accepted. The motion passed.

Jim Filson requested that the discussion which took place in September about the riprap at the north end of the community be included in the September minutes. The motion was accepted.

Michael DeGroot distributed copies of the treasurer’s report which showed a balance of $4425.00 in the treasury which is $3000.00 short of needed funds for expenses coming up. We are asked to pay delinquent dues as soon as possible. He reminded us that dues should be received by the treasurer before May 1 of each year. A motion was made to send delinquent notices to those who have not paid. Marie Johnson seconded the motion.

Assembled members approved contributing $1500.00 toward the expense of the riprap at the north end of the community. Homeowners in that area will pay the balance. Bob Rose motioned to have the Association contribute the $1500.00 and Jeff Eyerman seconded the motion. The motion carried.

Our roads are in very good shape after much time has been spent in improving them after the extremely cold winter. Every road has been improved except at the north end of the beach. Those roads will be improved also. Bob Rose, Gene Dove and Cris Kallenberger will study how to manage snow removal.

The plaque at the flag cost $800.00. Rick Kohnke generously offered to pay the entire cost for which we are very grateful. We certainly appreciate his kind thoughtfulness.

There is too much litter on the beach and it is left there too long. We are reminded to take our belongings home when we leave the area. Any personal belongings left on the beach for a week will be removed and trashed. We can park at the end of the bridge to deliver and pick up our personal items but must return our cars to our homes.

There have been several instances of late night noise from four wheelers as late as 2:00 AM. If it happens in the future the sheriff will be called. Golf carts and other four wheelers must honor the 15 MPH speed limit.

A motion was passed to develop a plan for engraved bricks to honor Fleeton Beach veterans. The “bricks” will fit around the base of the flag pole. Bob LaChance and Marie Johnson will present a plan and the membership will be given the opportunity to approve by “E” vote. We will be researching the cost of the bricks and will have a plan to offset the cost.

There have been some break-ins during the winter. If this happens to you please call the sheriff’s office.

Elections will be held at the Labor Day meeting.

Lewis Lee called the meeting of the Fleeton Beach Association to order at 6:10 PM on August 31st. He then passed out copies of the minutes of the May meeting. Bob Rose motioned the minutes be approved. Jim Filson seconded the motion. Michael DeGroot gave the financial report. We had one expense of $500.00 since he printed the report, leaving $7800.00 in the bank. There were two large expenses for insurance and for the flowers at the front entrance. Eight property owners have not paid their dues which should have been received by April 1, 2014. If you have not submitted your dues please do so now. Bob Rose motioned we accept the financial report as read. Bob LaChance seconded the motion. The motion carried.

Volunteers who helped install the flag pole were recognized, as was the crew who helped cut back the trees and helped with the clean up. The Association paid Dwayne Shelton, David Carroll’s nephew, $1210.00 for his time and equipment. Susan Carroll moved the expense of the tree work be paid. Charlie Ketner seconded the motion. The motion carried.

In May the Association voted to place a light on the sign at the entrance to Fleeton Beach. Bob LaChance researched the lights available and recommended a two piece, warm, 100 lumen, LED light which will cost $42.00. The fixture will create no light pollution. Bob LaChance explained that Bob and Beate Rose have cleared the end of Leming Avenue where Sally’s Pond used to be. Some concrete was exposed which can be covered by grass or other material, allowing access to the water. He reminded us to stay off of the rocks in the area as they are very slippery.

Charlie Ketner thanked all who helped with the Fourth of July floats and parade. Our participation in the parade has doubled in size.

The formal dedication of the flag pole will be to veterans of our community who have passed. If you know of any deceased veterans who were Fleeton Beach members please let us know. We want to include everyone. We will aim for a Memorial Day dedication. The flagpole was donated by the Harris family.

Lewis praised the condition of the roads: there is no standing water and there are no holes. They continue to look better all the time.

There has been no solution to the Fishing/swimming problem. We ask everyone to use care, be responsible and not to leave gear in or close to the water.

Cars have been parked by the flagpole. Please remember we can drive our equipment to the beach to unload but then must take the card back home. You car can be towed if you leave it parked. Remember to ask others where they are staying to determine if they are eligible to use our beach.

Dave Miller is making films about the Chesapeake Bay. It is a three part series, the second of which is about rock fish, and will be aired on PBS at 9:00 PM on September 25. The third film will be out next year and will focus on the culture and history of the area. Dave will also have a booth at the wine and oyster festival at Stratford Hall on September 20 and 21, 2014. He urges us to stop by.

Charlie Ketner commented on the road improvements and appreciates nice our community looks.

Rie and Scott Janek have a deaf child. We are asked to obey the 15 MPH speed limit and to watch carefully for any pedestrians. Barbara Newton stated speeding has increased throughout the community.

Lewis Lee called the meeting of the Fleeton Beach Homeowners Association to order at 6:00 PM on May 25th, 2014.  He opened the meeting by reading a Memorial Day tribute presented by Bob Rose.  Lewis then read the minutes from the September meeting.  After asking for corrections or additions to the minutes, Rod Pierce motioned the minutes be accepted as read.  Barbara Dove seconded the motion.  Michael DeGroot read the treasurer’s report and asked that those have not sent their dues for 2014 do so.  Michael explained that more than $2000.00 is still owed.  Lewis suggested that we contact Michael if we are not sure of our status (804-453-3183 or mjdgrt@yahoo.com).

Lewis explained that insurance is for liability coverage.  Our insurance covers all of our officers, the road, public areas such as the beach, the boardwalk, and the area adjacent to Taskmakers and any other common areas.  Bob LaChance motioned we accept this responsibility and Rod Pierce seconded the motion.  The recent survey was available for all to see and understand where the common areas are.

Bob LaChance had three washouts in front of his property which he had Glenn Lester fix to Bob’s satisfaction.  Bob will contact Glenn Lester and request he look at the washouts in the common area and get a price for fixing them.  Judith DeGroot moved we increase the available money for fixing the washouts from $500.00 to $1000.00 to prevent having to call another meeting.  Rod Pierce seconded the motion, which carried.

Lewis read an excerpt from the original deed: “The said grantors (the developers) do also convey to the said grantees (purchasers) and their successors in title, a right-of-way shown on said plat, and the right of user in common with others for all of the usual purposes of all beaches and parks shown on said plat.”  In other words, the original developers, trading as the Bayshore Company, still own all the roads and common areas, with the lot owners of Fleeton Beach having right-of-way use.  Lewis went on to explain that Les Kilduff, the attorney hired by the Association, feels the expense of trying to pursue the ownership of the roads does not provide any direct benefit to the landowners or the Association, and would not be a worthy investment because it also does not lesson the liability of the property owners or the Association.  Given this, since all lot owners use the roads and common areas, it is our responsibility for their care and maintenance.  One way for lot owners to help provide this care and maintenance is by paying the annual dues to the Fleeton Beach Association, which provides the funding to maintain these areas.  The sole purpose of the Association is to maintain these areas for the safe use of all.

September 1st, 2013

Lewis Lee called the meeting of the Fleeton Beach Homeowners Association to order at 6:05 on September 1, 2013.  Attendees approved the minutes from the May 26, 2013 meeting.  Michael DeGroot presented the treasurer’s report.  We had expenses of $3800.00 since last September and we took in $689.00 with a balance of $10, 757.24.

Gene Dove, Bill Champion, Ennis Hurst and Cris Kallenberger worked on the drainage problem on Douglas Street toward Fleeton Road out to beyond the woods.  They dug up the pipe and deepened the ditches.  They will continue to watch Julian and Chesapeake Streets and tie them in with the Douglas drainage system if necessary.  Lewis commented that our roads are in better shape than they have been for a long time.

There was discussion in May about raising a flagpole for the community.  A report will be forthcoming.

There is a breach in the riprap at the end of Chesapeake Street.  A surveyor will identify the parameters of the area as well as at the public beach and the community property on Taskmakers at a cost of no more than $700.00.  Bob Rose motioned we move ahead with this plan and Rod Pierce seconded.  The motion was passed unanimously.

Bob LaChance spoke with VMRC about fishing and bathing along the beach.  VMRC said people may fish from the shoreline but that no boats may be brought to the shoreline for fishing purposes.  Please be careful not to leave hooks or lines in the water which could cause damage to swimmers.  We may continue to research this question.

The officers are to be elected every two years.  No one from the floor volunteered to serve as an officer.  Bob Rose made a motion that the present officers remain in their positions.  Rod Pierce seconded the motion.  The motion was carried.  One vote per property owner is allowed, no matter how many lots are owned.

Lewis thanked all who volunteered to help rebuild and repair the jetties last weekend.  He called the jetties “Awesome” and “Amazing”.  Sandy Turner also thanked everyone involved on behalf of the Turners and the LaChances and reiterated how important it is for all of us to have these jetties to protect our property, both private and public,

A shoe on the jackhammer we had borrowed to construct the jetties was broken which we must replace.  Lewis suggested we not only replace that one but buy a shoe and a foot for our community since we will be building and repairing other jetties in the future.  The cost will be approximately $1000.00.  Gene Dove made and motion that we purchase them and Phil Stephens seconded it.  The motion carried.

Lewis recommends a 5 year plan to build one jetty per year to protect our shoreline, with the property owner supplying the material and the Association supplying the manpower.

There was a discussion concerning the right -of-way on Bayshore Avenue to the south of Chesapeake Street.  Lewis offered an excerpt from as original deed:

“The said grantors (developers) do also convey to the said grantees (purchasers) and their successors in title, a right-of-way shown on said plat, and the right of user in common with others for all of the usual purposes of all beaches and parks shown on said plat.”

In other words, the original developers, trading as “The Bayshore Company”, still own all of the roads and common areas, with the lot owners of Fleeton beach having right-of-way to use.

The subject was directed back to the proposed planning with Bob Rose making a motion to formulate and propose this plan.   Ennis Hurst seconded it.  The motion carried.

The comment was made that we have had a very positive season.

Lewis Lee called the May 26, 2013 meeting of the Fleeton Beach Homeowner’s Association to order at 6:05 PM.  He thanked all who helped build the jetty on the south side and the cooks who provided sustenance to the builders.  He then read the minutes from the meeting on September 2, 2012.  The minutes were approved as read.

The Association needs to update information such as address, telephone number, email address, etc. to be sure we can communicate information to all property owners.  If you did not receive a form at the picnic to update your information please let us know (you can reach me at 804-453-5727 or at ccbhennige@kaballero.com) and we will get one to you.

Michael DeGroot gave the treasurer’s report.  He reported recent income of $3600.00, expenditures of $2500.00, leaving a balance of $13, 200.  We received a $75.00 refund from Les Kilduff who assisted with our incorporation.  We spent $350 on road maintenance and $124.00 for gravel.  The treasurer’s report was accepted as presented.

Gene Dove reported on the road work.  He explained he cut the main road from Huffstickler’s cottage to Chesapeake Street and down Chesapeake to just past the well house.  He will also be working on Julian Street to Douglas Street and on Douglas Street as it goes into the woods.  Marie Johnson pointed out there is erosion next to Frazho’s property and asked if the association will correct the situation.  The response was affirmative.

Lewis explained that a road deposit of $200.00 will be assessed for road damage when members build in the community.  If there is road damage the cost of the damage will be covered by the $200.00.  The remaining funds will be returned to the member.

Dave Miller gave a report on his findings concerning replacing the public dock on Little Taskmakers.  As an example he considered a 72’ by 5’ dock with a 40’ by 8’ Tee at the end. Ronnie Shackelford, a dock builder in Burgess, priced the job at $11,000 including the permit and fee and the use of a pile driver.  It was agreed we need more information before we can proceed with this project.

Another jetty needs to be built this summer in front of the Turner property.  The old jetty will not be removed but the new one will be sistered to it.

Bob LaChance has a jetty that is coming apart and negatively affects our shore line.  The LaChances will foot the expense and the community will provide the labor.  Two jetties are also needed in front of Champion’s property.

Barbara Newton has resigned as vice president of the association and Bill Glascock has asked to be replaced as a member of the Board of Directors.  Bob LaChance has agreed to fill the office of vice president and Gene Dove will fill the vacant slot on the Board of Directors.  Marie Johnson has also agreed to serve on the Board of Directors.   Each will serve until Labor Day when there will be elections.

The fishing and swimming committee will meet during this summer to develop a plan to create a safe and enjoyable use of the beach for everyone.  Signs will be placed at the end of the boardwalk and at the end of Chesapeake Street outlining the use of the area.  Bob LaChance will serve on that committee.

Bob Rose made a motion that a flag and flagpole be purchased and erected in the public area at the end of Chesapeake Street.  Bob LaChance seconded the motion.  The motion carried.

A board member will serve as bereavement chairperson and will notify the community of the loss of neighbors.

Lewis Lee called the meeting of the Fleeton Beach Association to order at 6:00 PM on May 27, 2012.  Michael DeGroot gave the treasurer’s report.  Since the Labor Day meeting, progress has been made in collecting past dues.  More than $75.00 has been applied as gifts.  The Association bought the fried chicken for the picnic.  One thousand dollars was spent on cleaning out ditches.  We also paid for road work which includes gravel.  There is a balance of $10,883.25 in the bank.

Under Old Business, The Neighborhood Watch volunteers had no report to make as the community has been quiet over the winter.  The roads look great—our hats are off to Gene Dove, Ennis Hurst and Bill Champion for their efforts.  The next roads to be improved will be Julian and Watson.  The grades will be shot again on Julian.  Lewis Lee offered to help with that project.

We did not work on the Turner’s jetty as planned in October as it was too cold.  The work is now scheduled for June 23, 2012.  If the weather does not cooperate, the work will take place the following weekend.  Please contact Lewis Lee or another member of the board if you are able to help.  We need to know what manpower to expect.  The Fourth of July will be celebrated on July 7th with the Bicycle Parade starting at 10:00 AM followed by the Crab Derby at 12:00 on the beach.  Bill Glascock and Connie Leonard will organize the parade and derby.

Under New Business, we need to formalize our Constitution and By-Laws and have them recorded with the county.  Bob Jolin met with Kenny Eades who gave us the name of attorney Les Kilduff, the attorney for Northumberland County.  He is reviewing our Constitution and By-Laws at this time.  He will help us refine our By-Laws to work with the county.  As transfers of property occur, the property must become part of the Association if it is not at the time of the transfer.  Fleeton Beach will be kept residential and owner occupied.  The aesthetic qualities of the neighborhood will be maintained.  Ownership of the roads, beach and community areas will be determined by a title search and the land transferred to the Association.  We also need to have liability insurance.  Lewis asked for a motion to allocate $2000.00 to cover our legal fees.  Bob Jolin made the motion and Ennis Hurst seconded.  The ayes carried.  We will be kept posted.

We have been asked to allocate $1200.00 for an insurance policy.  Michael DeGroot made the motion and Cris Kallenberger seconded.  The ayes carried the motion.  The impact of golf carts will be investigated.  We need to determine if recreational vehicles are covered by an automobile policy or by a personal property policy, and a certificate filed.  The recreational vehicle committee will reconvene to further study the issue.

When there is building, a renovation or an addition added to existing buildings, our roads are in jeopardy.  A $200.00 fee will be imposed on the home owner for road maintenance to overcome the effects of heavy equipment and keep our roads at their original level.  Charlene Seitz made that motion and Rod Pierce seconded it.  The ayes carried the motion.  Speeding by delivery and trash trucks is a concern.  We need to determine how to handle this problem.   The next meeting will be on September 2, 2012.  The meeting was adjourned at 7:10 PM.

Lewis Lee called the September 2, 2012, meeting of the Fleeton Beach Association to order at 6:05 PM.  The minutes of the May meeting  with corrections were accepted and approved.

Michael DeGroot gave the financial report.  Since Memorial Day we have collected $1,474.00.  Fourteen hundred dollars in dues is outstanding.  We  spent $2363.00 for incorporation and insurance.    Two-thirds of the homeowners are members of the Association.  A motion was made by Rod Pierce and seconded by Alan Davis to accept the financial statement as presented.  The motion was carried.

Our liability insurance offers coverage for the members in good standing, directors and officers, committees and the treasurer .   The policy is with Philadelphia Indemnity Insurance and Selective Insurance General Liability.

A motion was made, seconded and carried unanimously that Fleeton Beach Association become Fleeton Beach Homeowners Association LLC .

In May the members had voted for a levy of $200.00 for road repair following major construction.  It was decided to change the $200.00 from a levy to a deposit.  If the entire amount is not needed to repair damage caused by heavy equipment the remainder will be returned to the homeowner where the construction took place.  Norman Gallagher made a motion we accept the amendment and Sandra Hormic seconded.  The motion carried unanimously.

Lewis thanked all who participated repairing the Turner’s jetty.  He commented on the tremendous outpouring of help and said he owes everyone who helped a debt of gratitude.  The second Turner  jetty will be repaired in the future.  Both of those jetties protect the public beach.

Gene Dove reported that we need to cut a ditch from Ralph Huffstickler’s house to the road to provide a  drain off for standing water.  He will shoot grades on Lemming and Julian Streets and put gravel on Connie’s Lane.

Dave Miller gave the report from the Recreational Vehicle Committee.   Geico and Foremost insurance companies will insure golf carts to those affiliated with their companies for liability only at a rate of $75.00 for one cart or $30.00 each for more than one.  Coverage is for those ten years old and up.  The number to call for Foremost is 1-800-541-7703.

Ava Lee suggested we send a hard copy of the original by-laws to all Association members.

Dave Miller wants to know if there is interest in re-building the public dock that used to be on the east side of Taskmaker’s Cove.  Are there any plans?  A committee composed of Dave Miller, Norman Gallagher and Johnny Gallagher will  investigate this issue, determine if a permit is needed,  how large the dock should be and bring the results to the next meeting on Memorial Day weekend.  There is concern about fishing from the beach where people swim.  A committee comprised of Cris Kallenberger, Johnny Gallagher, Ennis Hurst, Rie Janek, Christine Neal and Kristin Eyerman will study this question and report to us in May.  The meeting was adjourned at 7:00 P.M.

Lewis Lee called the meeting of the Fleeton Beach Association to order at 6:00 PM on May 29, 2011.  He read the minutes from September, 2010, and they were approved as read.  Michael DeGroot gave the treasurer’s report and pointed out that there were more expenses than revenues collected in 2011.  Dues are expected no later than May 1 of each year.  Notices will be going out reporting payments in 2008, 2009, 2010 and 2011.

Lewis commented that the roads are in as good shape as they have ever been, but that we need a new plan.  Gene Dove recommended calling an expert to come and shoot the grades on the roads so the drains and the roads can be improved to proper standards.  This work will require much more money which is another reason to get our dues in.  More stone will be required and the work will be done after Labor Day.   If you have not sent your dues to Michael please do so now.

We will proceed with the neighborhood watch program, buying two more signs and meeting with Sheriff Wilkins.

Two vehicles were parked behind the benches at the end of Chesapeake Street that did not belong in the neighborhood.   A No Parking sign will be put on each bench, and we are asked to watch for those who do not belong to our neighborhood.   We are also reminded that no dogs belonging to those who are not Fleeton Beach residents are to be on the beach.

A golf cart was seen with a child driving and children on the top of the cart.  The point was made that parents need to parent and monitor the behavior of their young people.  This is also true of adults who are hosting young people in their homes.

A nominating committee consisting of Marie Johnson, Ennis Hurst and Carolyn Hennige will meet before the September meeting when election of officers will take place.

Marie Johnson created and donated some new directories.
